Damn, I took UK law enforcement to be more dilligent than this. . .is this a plea along the lines of "you're too crafty/we're too inept to apprehend you so could you please stop" or "youre crimes are so godawful/heinous that we'd rather you stopped"

I suppose they do have to go through the motions of pretending they're not the total big brothers. And I recall that CIA agents make an average income, of course far more than FBI agents or other covert persons, but still not enough to make up for not being compensated.
