I used to respect the police until I witnessed time and again the abuse of power and unbridled assholery that seems to accompany the position. Not all cops are bad....just most of them. And frankly, according to the UCC*, corporations aren't supposed to have standing armed forces. Most cities and states are incorporated. If you go by this definition, the only LEGAL law enforcement is usually county, and then only if the county is unincorporated. Read up on that since you're so concerned with law and order.
