The gesture, the province of minds quite filthy in nature, has taken on other, more explicit names: "Two in the pink and one in the stink", "two in the coot and one in the boot", "going to town with one in the brown."

They are on stage at a speech at Arizona State University, home of the Sun Devils, and are showing the ASU "pitchfork" salute. Nothing more, nothing less. If you care to look at the picture(s) you will notice that in the one of the president and all those other people their index and ring fingers are seperated and in the ones of the students giving the 'three finger salute' are together. Therefore, I conclude that it is, in fact not the same hand gesture and is kinda lame.
