All that article said was "while the student was in the bathroom...". So the teacher was in there with him? That's not exactly something you can accomplish from the other side of a stall door... you'd figure whatever put him in a close enough proximity to give the kid a bathroom wedgie would be enough to give him more than a "endangering the welfare of a child" charge.
